How should the McLaren fine be used?

Max Mosley has confirmed that he would like to distribute half of McLaren’s $100m fine for cheating to the national racing organisations to help support the careers of young drivers. So how should the ASNs distribute the money? Should it go to kart racers? Should individual drivers be given racing budgets or should existing training projects be expanded?

My own personal view is that we should give drivers budgets. I think it should be mainly spent in karting as I think it has a huge influence on future careers (I suspect academic research would bear this out), the sums of money are relatively small but it’s the hardest thing to raise sponsorship for. But then I would say that, wouldn’t I? Everything also depends on the amount of money each country ends up with.

One thing I am going to stick my neck out on is that drivers shouldn’t be chosen after “assessment days”. The results of those things end up so far from actual race results it’s hard to take them seriously.
